Youth Team Facility Requirements

UW–Stout may host youth sports teams for competitions for which the university provides logistical and/or organizational support. Participation in any such competition constitutes agreement by the participating team, organization, and its employees, coaches, contractors, and volunteers to comply with all applicable university policies and procedures governing youth programs and activities. These requirements explicitly include the following:

Custodial Care of Minors

UW–Stout employees and volunteers are not responsible for custodial care of minors at your event. Your organization is responsible for the care, supervision, and conduct of its minors.

UW–Stout Facilities and Services

Unless otherwise specified in a separate contract or agreement with UW–Stout, the following conditions apply:

  • Athletic Training and Medical Support
    UW–Stout athletic trainers do not provide sports medicine services for visiting youth participants. In the event of an emergency, teams will have access to basic first aid supplies, an AED, and ice.
  • Facility Access and Public Use
    UW–Stout athletic and recreation facilities remain open to the public. As these areas are not controlled or monitored exclusively for your event, teams are expected to manage the safety and supervision of their participants while using shared spaces.

Screening and Training

  • Club Teams: Employees and volunteers must not be deemed ineligible or suspended by the U.S. Center for SafeSport.
  • School Districts: Employees and volunteers must meet Wisconsin Department of Public Instruction (DPI) requirements or comparable state mandates for their accrediting state.

Prohibited Behaviors

  • Conduct that violates the law, including but not limited to child abuse, child sexual abuse, discrimination against a protected class, emtional abuse, hazing, indecent exposure, child pornography, neglect, physical abuse, sexual abuse, and sexual harassment.
  • Bullying or grooming behaviors.
  • Invasion of privacy of youth participants in situations involving changing clothes or showering, except where health or safety requires.
  • Adults showering, bathing, or undressing with or in the presence of youth participants.
  • Photographing or recording in locker rooms, shower houses, restrooms, or other areas where privacy is reasonably expected.
  • Use of alcohol while engaged in covered activities.
  • Locker rooms provided by UW–Stout are for restroom use only and will not serve as changing or showering areas unless specified in a separate contract or agreement.
  • One‑on‑one interactions between adults and youth participants must be observable and interruptible, except where a familial relationship exists or in emergency situations.

Reporting Obligations

Employees and volunteers must monitor and report incidents in accordance with applicable law. Reporting must include, but is not limited to:

  • Suspected physical abuse, neglect, or sexual abuse of a minor.
  • Incidents resulting in serious harm requiring professional medical attention.
  • Illegal or unauthorized drug use.
  • Behavior issues or accidents not involving physical harm.
  • Incidents involving sexual harassment, sexual violence, or other serious misconduct.
  • Observed or suspected inappropriate behavior by an adult or youth participant.

Reporting Protocol

  • Incidents must be reported immediately to UW–Stout University Police (911 for emergencies or 715‑232‑2222 for non‑emergencies) and to the UW–Stout staff member responsible for the facility in use.
  • An incident report must also be submitted using the UW–Stout Incident Reporting Form .

Communication of Rules and Laws

  • Wisconsin Hazing Law 
  • WIAA season regulations and Wisconsin State Law prohibit the use of cell phones or image‑recording devices in locker rooms except in emergency situations.
