Position Summary

This Vice Chancellor of Enrollment and Strategic Initiatives is responsible for providing leadership and strategic direction for all aspects of university enrollment management. The Vice Chancellor reports to the Chancellor and supervises the following areas: Admissions, the Advisement Center, Student Financial Aid Services, Registration and Records, Stout Online, Professional Education, and Continuing Education. These areas work in collaboration with leaders in Academic Affairs, Student Life, and other Divisions to meet campus goals for recruitment and retention. The Vice Chancellor is expected to provide transparent, innovative, collaborative, and dynamic leadership to enhance enrollment and student services at all levels across the University.

Enrollment and Strategic Initiatives

The Vice Chancellor is a newly structured position that will be responsible for providing leadership and strategic direction for all aspects of university enrollment management, including supervision of the following areas:

  • The Admissions Office is responsible for recruiting and admitting undergraduate, graduate and transfer students. The Admissions office hosts formal tours for prospective students and oversees processing of undergraduate applications and transfer credits. Prospective students can apply directly to UW-Stout through the University system website.
  • The Advisement Center oversees campus resources for students in the following areas: academic advising, career development and student transition. Campus based students start their first year working one-on-one with an advisor to navigate through their college transition and develop a roadmap for academic success. 
  • The Office of Student Financial Aid Services supports students and their families to have a better understanding of and to navigate their financial package and other support options to become successful at UW-Stout. More than 82% of full-time UW-Stout undergraduates receive some form of financial aid, with the average financial aid package totaling over $10,500.
  • The Registration and Records office provides many services for students, faculty, staff, alumni and the public. These services include the course enrollment process, graduation, curriculum records, classroom scheduling, transcripts, Veteran benefit certification, athletic certification, student record maintenance, and reporting. We administer university policy and maintain student academic records in compliance with federal (FERPA), state, and local regulations.
  • Stout Online manages service-based fee programs at the undergraduate and graduate level. Programs are offered in a variety of modalities (online, hybrid, or on-campus during specific days, nights or weekends) convenient for non-traditional students and working professionals. Students who are enrolled in credit-bearing online and distance education programs are assigned to a dedicated advisor and program director who assist them throughout their academic endeavors at UW-Stout.
  • Professional Education Programs and Services, currently part of the Discovery Center, supports the mission of the University by providing adult learners with access to educational resources that will enrich their lives both personally and professionally. The office offers educational programs tailored to a business’ or organizational strategy and growth objectives. Based on the strategy and objectives, the office will design and develop a unique personalized learning experience for the organization. This office also plans and coordinates a wide variety of in-person, hybrid, and virtual conferences and events for internal and external campus stakeholders.
  • Continuing education offerings are provided by both Stout Online (For-Credit) and Professional Education Programs and Services (Non-Credit). Both offices are involved with, and receive funding from, UW Extended Campus. The variety of offerings available are for those pursuing coursework toward professional development, certificates, certification, degree completion and graduate degrees. All programming is committed to meeting the outreach and lifelong education needs of learners in the community and region. Continuing Education Units (CEUs) are issued through the Professional Education Programs and Services office.   

Opportunities and Challenges

The next Vice Chancellor of Enrollment and Strategic Initiatives must possess expertise in developing and implementing a university-wide enrollment management plan to effectively serve UW-Stout students. The successful candidate will be expected to address the following challenges and opportunities:

  • Understanding UW-Stout: As Wisconsin’s Polytechnic University, UW-Stout offers a unique array of degree and non-degree granting programs and serves traditional, online, transfer, and adult learners. The new VC-ESI must demonstrate a high level of intellectual curiosity and a willingness to invest time in learning about the nuances of each program and the needs of students each attracts and serves in order to successfully develop and implement well integrated recruitment strategies.  The new VC-ESI must also be adept at establishing and nurturing partnerships with external entities and developing productive relationships with the University of Wisconsin System Administration, UW Extended Campus, and other institutions within the UW System and the Wisconsin Technical College System.
  • Promoting Diversity, Equity, and Inclusion: The next VC-ESI will serve as an influential leader in supporting and strengthening the University’s commitment to addressing issues pertaining to diversity, equity, and inclusion. The VC-ESI must be a passionate advocate and strong champion dedicated to fostering a culture where members of the University community, including faculty, staff, and students are active partners in creating an open, inclusive, and equitable learning environment. In addition, the VC-ESI will participate with other university leaders in establishing a plan that focuses on the recruitment and retention of diverse faculty, staff, and students.
  • Understanding Market Trends: Not dissimilar from many parts of the country, the number of high school graduates in the region and the state of Wisconsin is expected to decrease in the coming years. The new VC-ESI will study market trends and partner with the Division of Academic Affairs to develop new programs that meet the academic and career needs of current and future students. In addition, the VC-ESI will work closely with the Division of Student Services to enhance the learning and social environment so that students receive the support necessary to succeed. The VC-ESI will monitor demographic shifts in the region and play a pivotal role in creating a campus environment that is attractive to a larger cross section of potential students.
  • Developing a Comprehensive Enrollment Management Plan: The new VC-ESI will have the opportunity to lead the development of a university-wide strategic enrollment management plan and ensure comprehensive involvement, shared responsibility, and integration with the institutional planning process. The VC-ESI will work closely with key campus leaders in setting priorities, adopting innovative practices for enrollment management, and inspiring staff across multiple units to implement the plan with enthusiasm.
  • Student Retention: Although the new VC-ESI will be the primary architect and strategist for developing and implementing a thoughtful, ambitious, and well-integrated enrollment management plan, the VC-ESI will also be expected to be a vocal advocate for strategies that enhance student retention across all programs. Beyond addressing the needs of traditional students, the VC-ESI will need to leverage their expertise and enhance efforts aimed at better serving UW-Stout’s growing online and non-traditional student populations.
  • Innovation and Process Redesign: The UW-Stout community is prepared to explore new approaches to enrollment management and implement best practices across all functional areas. The new VC-ESI will be expected to guide their team in assessing current practices and processes and identify those that would benefit from a new perspective. The VC-ESI will serve as a catalyst for change and innovation and will use technology and data analysis to increase efficiency and effectiveness and ultimately generate a positive impact on both student enrollment and retention. The new VC-ESI will nurture a mindset and organizational culture that values strategic risk taking, promotes entrepreneurism, and rewards teamwork and cross unit collaborations.
  • Support Ongoing Initiatives to Rebrand UW-Stout: UW-Stout currently has a rebranding initiative underway. The VC-ESI will work with Marketing Communications, in collaboration with all academic units and the Chancellor’s Office, to establish strategies for communicating an updated interpretation of what a polytechnic university is within a post-pandemic landscape and the value it provides to students. These efforts will assist in enhancing the University’s regional, national, and international presence and contribute to the recruitment and retention of students across all programmatic areas.

The Vice Chancellor of Enrollment and Strategic Initiatives will be a proven leader who is able to establish and maintain effective and responsible working relationships. This individual will have demonstrated abilities in strategic enrollment management planning, budget, and assessment; a record of proven results to promote an equitable, diverse, and inclusive environment; possess the ability to build a strong team and develop and maintain collaborative relationships; and exhibit excellent oral and written communication skills. A successful candidate will demonstrate ethical values, creativity, energy and will be committed to student success and the mission of UW-Stout as Wisconsin’s Polytechnic University.

The ideal candidate will:    

  • Have enthusiasm, passion and commitment to serve all students, keeping them at the forefront of all decisions;
  • Leverage campus collaborations to provide strategic enrollment leadership by maximizing data, research, and thoughtful and thorough assessment of Stout’s unique positioning as Wisconsin’s polytechnic university; 
  • Lead a team that will guide all facets of the University’s enrollment, including existing student classifications and identifying new markets;
  • Lead the work with units across campus to facilitate student retention;
  • Lead the development of a university-wide strategic enrollment management plan and ensure comprehensive involvement, shared responsibility, and integration with the institutional planning process;
  • Maintain a clear understanding of each stage of the enrollment process and how to work with appropriate campus partners to successfully enhance the results at each stage for various student populations;
  • Have experience recruiting for and working with a wide variety of student markets including traditional, online, transfer, adult learners, and non-traditional students;
  • Understand how to function effectively within a university system, form partnerships, and participate confidently and in informed ways in promising initiatives;
  • Have budgeting experience, including a comprehensive understanding of various funding sources; ability to identify, expand, and diversify revenue streams; and the skills to lead thoughtfully through budgetary constraints and limitations; 
  • Understand the role that technology and data play in gaining efficiencies, supporting recruitment and retention efforts, and enhancing effectiveness;  
  • Lead efforts to recruit a more diverse student population through intentional alignment with university efforts regarding equity, diversity, and inclusion;
  • Possess the skills and mindset to lead and champion institutionally innovative recruitment and retention strategies necessary in a post-COVID, post-secondary context;
  • Actively engage in collaborative endeavors with both internal and external stakeholders that assist individual departments and divisional units in reaching goals and initiatives;
  • Have proven leadership abilities through dynamic and changing environments and have the trust of those with whom they work;
  • Have successfully supervised professional staff and intentionally seek to develop staff who are relevant, intentional, thoughtful, and forward-thinking in their work with faculty, staff, and students;
  • Communicate effectively both orally and in writing and serve as a spokesperson for the units in their area of supervision; 
  • Be adept at leading and managing change across a large and complex organization;
  • Have experience working in an environment that values shared governance.

Required Qualifications

  • Master's degree (terminal degree in related field preferred);
  • Experience in strategic enrollment management, including effective data-driven planning and decision-making through collaboration with both internal and external stakeholders;
  • Minimum of five (5) years of management experience in higher education student services administration or a related field, including supervision experience and fiscal management;  
  • Demonstrated experience in working with a wide variety of student groups and learning modalities; 
  • Demonstrated commitment to diversity, equity, and inclusion work resulting in tangible outcomes within an organization or institution;
  • Demonstrated knowledge, ingenuity, and creativity in developing successful recruitment and retention strategies and identifying new and emerging markets.
