Puzzle 1: The Political Calculation

The state of Mathconsin is said to have 1,000,000 registered voters, with 60% voting always for Derivatic Party candidates, and 40% voting always for Recursivan party candidates.

Is it possible to subdivide the 1,000,000 Mathconsin voters into 10 districts of 100,000 voters so that the Recursivan party wins an impressive 6 out of 10 districts?
