True. The swinging watch case may have an oscillation frequency near or equal to the frequency of the watch balance wheel.  If this happens it will be a resonance situation where energy is exchanged between the swinging watch case and the balance wheel, changing oscillation frequency of the balance wheel and effecting accuracy.   If the frequency of the watch case oscillation is greater than the balance wheel, the watch will run fast.  If the frequency of the watch case is less than the balance wheel, the watch will run slow.  The relativity effect mentioned in answer B is accurate, mass does increase, but this mass increase is extremely small, too small to effect the oscillation frequency of the balance wheel. Lastly, if the pocket watch is digital, its time keep accuracy will not be effected by swinging the watch.
