Services for People with Disabilities

Assistive Technology Equipment

An Accessible Windows PC Computer Workstation, located on the first floor of the library in the Assistive Technology Area, includes:

  • Kurzweil 3000, a scanning, reading and writing software program.
  • ZoomText Xtra for magnifying 2-16 times with edge smoothing.
  • JAWS reads screens aloud; outputs to refreshable Braille displays.
  • DECTalk Speech Synthesizer reads from disc, network or keyboard.
  • Internet Access
  • Microsoft Office Suite

Other Assistive Technology Equipment:

  • Magnifying Lens with adjustable reading light and stand. (Assistive Technology Area)
  • Six Large Screen Microfiche Readers (each floor of the library)
  • Perkins Brailler (Library's Circulation Desk)
  • TDD's (telecom devices for the deaf) are available in the SVRI Office (101 Vocational Rehabilitation, 715/232-2513).

Expectations of Stout Library Users with Disabilities

What We Need to Know

In order to be eligible for special services, UW-Stout University Library patrons must meet with staff from UW-Stout Disability Services at 206 Bowman Hall to determine appropriate accommodations. (715/232-2995)

Make Your Needs Known

Library staff will try to ensure that all the library's resources are as accessible as possible. However, it is the responsibility of the library user to inform staff of any needs and difficulties the user may have.

Library Orientation

All patrons with disabilities are encouraged to attend library orientation programs. Individualized instruction in using any of the University Library's assistive equipment or software is available by contacting the Assistive Technology Librarian between the hours of 8:30 a.m. and 4:30 p.m. Monday through Friday.

Proxy Borrower Service

  • UW-Stout students and staff members with a disability may be eligible to have one or more designated proxies check out library materials for them.
  • Apply for the proxy patron authorization.

Extended Loans

It may be possible to extend the loan period of materials or obtain special loans, subject to demand for materials. To negotiate an extended loan for materials that are "normal" circulating items, contact a Circulation Supervisor:

Materials Retrieval (Paging)

Books: Book retrieval, or paging, is a service available to eligible patrons with disabilities. Items will be paged based on staff availability and workload.

  • Library staff may retrieve materials immediately when Circulation supervisors feel that it is possible.
  • Otherwise, library staff will retrieve materials from the stacks for pick-up at the Circulation Desk generally within 24 hours of a request. Patrons will be notified by email, mail or phone when the requested items have been retrieved and are on the Circulation hold shelf.
  • Student assistants in the book and periodical stacks may also be asked for assistance in retrieving materials.
  • If there are five or more items to be paged, contact a Circulation Supervisor at the Circulation Desk in person or at 715/232-1215 to discuss lead time and what is feasible.

Journals: Library patrons are expected to function as independently as possible. This includes locating and retrieving full-text documents in any databases.

  • If the patron is uncertain how to do this, he will be referred to the Assistive Technology Librarian, if available, or another reference librarian who may provide assistance or make arrangements to provide further instruction.
  • If there are five or more journals needing to be paged, contact a Circulation Supervisor at the Circulation Desk in person or at 715/232-1215 to discuss lead time and what is feasible.

Borrowing from Other Libraries: Library patrons are expected to identify those items that are not owned by the Library and to submit requests for any of these items either through the UW Libraries Direct service or to the Library's Interlibrary Loan Unit using WorldCat or the appropriate Interlibrary Loan forms.

  • If the patron is uncertain how to do this, he will be referred to the Assistive Technology Librarian, if available, or another reference librarian who may provide assistance or make arrangements to provide further instruction.
  • Community patrons are not eligible for Interlibrary Loan or Universal Borrowing benefits and must contact their local public library for this service.

Limitations: Access Services staff may identify better ways of meeting patrons' information needs and will contact the patron to discuss the situation should this be the case.

Assisted Printing and Copying

Patrons whose disabilities prevent them from using a photocopier, microform reader/printer, scanner, or card reader may request that library staff make copies or print for them. All copies are made in accordance with federal copyright law and multiple copies will not be made of the same item.  More information on Printing, Scanning, Photocopying.

People with disabilities in the library may ask:

  • The ALD student located by the public printers in the Reference area
  • The Reference Librarian on duty or
  • Circulation Desk staff during all hours the library is open.

Depending on staffing, and the volume and timing of requests, immediate photocopying or microfiche/microfilm printing or scanning may not be possible. Patrons with disabilities may be asked to leave their retrieved materials for copying by staff at a later time if staff are unable to devote extended attention to their needs at the time.  The patron is required to supply a CD-R disc (not CD-RW), or a USB flash drive for scanning.

Patrons with disabilities who wish Library staff to retrieve or copy materials for them should:

*Electronic requests, which are sent to the library's email accounts, may not be checked on weekends or evenings.

Library staff process requests as quickly as possible. However, due to staffing constraints, limits on how many requests can be processed per person within a specified time period. If the patron anticipates a large volume of items needing to be photocopied, contact Circulation staff either in person or at 715/232-1215 to discuss lead time and what is feasible.

Cost

Payment for photocopying the requested items is expected at the time of the request.  Payment may be in cash, by check, or by using either a UW-Stout student ID card or Visitor card containing Flexline or Baseline Plus funds. The patron will be reimbursed if not all of the requests can be filled.   Photocopying or scanning charges:

  • 1-10 pages      $1.00
  • 11-20 pages     $2.00
  • 21-30 pages     $3.00
  • 31-40 pages     $4.00
  • 40-49 pages     $5.00
  • For more than 50 pages, contact the Circulation Supervisor to discuss the option of special or extended loan.

Articles That Are Unavailable
Patrons are expected to verify that the University Library owns each item that they are requesting to be photocopied or scanned prior to submitting the requests.

If Library staff determine that the library owns the journal title but not the article that has been requested, photocopy charges for that item will be refunded to the patron's account.

If it appears that a patron with disabilities is systematically submitting Paging/Copy Request forms for items that the Library does not own, Library staff will refer the patron to the Assistive Technology Librarian or other Reference staff for the appropriate instruction. If this type of request continues to be submitted, there will a $1.00 charge for each item that is requested that the library does not own. The remainder of the photocopy fee, if there is a remainder, for that item will be refunded to the patron's account.
