Formed by the manual training students to oversee school activities, Stout's first Student Council disbanded in 1916. The Stout Student Association was formed in 1923 at the insistence of President Burton Nelson. Purposes of the organization were to "provide a smoothness in discharge of student activities through scheduling all school and social events on both a weekly and yearly calendar; to distribute to the band, Men's Glee Club, Girls' Glee Club, Manual Arts Players, Athletics, lyceum, Stoutonia and SSA, the money received at registration time as an activity fee; to issue to members of the SSA the master tickets which give admittance to entertainments sponsored by the above organizations; and to organize plans for homecoming and commencement."
Three years later the continuing role of student government at Stout was
ensured with the creation of the Stout Student Council. The council included
members of the Stout Student Association as well as a representative from
each of the four classes.
