COMPLIMENTARY TICKET POLICY


1.0   INTRODUCTION
    The purpose of this policy is to establish fair and consistent guidelines for issuance of complimentary tickets for any event sponsored by UW-Stout for which there is an admissions charge. The policy's guidelines are in accordance with chapter 36.39 of the Wisconsin Statutes and chapter 16.2 of the National Collegiate Athletic Association manual as they relate to athletic events. There is no Regent or University of Wisconsin System policy that governs or restricts the use of complimentary tickets for non-athletic events. 
2.0   DEFINITION OF TERMS
    2.1  Admission Event. An admission event is a university-sponsored event for which admission is charged. 
    2.2  Complimentary Ticket. A complimentary ticket is a ticket which has not been purchased and which is provided at no charge to the recipient of the ticket. Tickets obtained without charge through the University ID are not subject to the provisions of this policy. 

    2.3  Event Staff. A person who has a role in the production, facilitation or evaluation of a university event. 

    2.4  House Seats. Complimentary tickets which may be issued for the event at the discretion of the event sponsor.

3.0   STATEMENT OF POLICY
    It is the policy of the University of Wisconsin-Stout that: 

    3.1  Complimentary tickets shall not be issued in lieu of or as a supplement to compensation. 

    3.2  Athletic Events

      Complimentary tickets may be issued for athletic events only as described below. 

      3.2.1  UW-Stout may provide four complimentary tickets per home or away contest to a student athlete in the sport in which the individual participates (in either practice or competition), regardless of whether the student athlete competes in the contest for which the ticket is given. The student athlete shall designate the recipient of these complimentary tickets in advance of the event. 

      3.2.2  Complimentary tickets may be provided to members of the institution's team for all contests in a tournament in which the team is participating, rather than only for the games in which the institution's team participates. However, the contests must be at the site at which the institution's team participates. 

      3.2.3  Individuals who perform duties directly related to the conduct of the athletic event shall receive complimentary tickets. 

      3.2.4  When rules of intercollegiate athletic conferences in which UW-Stout participates require issuance of complimentary tickets to designated individuals, UW-Stout shall comply. 

      3.2.5  UW-Stout Athletic Department shall be responsible for enforcing the program of complimentary tickets to student athletes to ensure compliance with NCAA regulations. The student athlete's eligibility shall be affected by involvement in action contrary to this policy. 
       

    3.3  Other Events
      Complimentary tickets may be issued for events other than athletic events as described below. Other events may include, but are not limited to, such events as choir, theater, band, or organization-sponsored activities other than athletic events. 

      3.3.1  Individuals who perform duties directly related to the conduct of the event may receive complimentary tickets, except that persons involved with event production who do not require seating, such as stage crew members, ushers, and others who can be shown to be in this category, shall not receive complimentary tickets. Event staff who require reserved seating, such as theater judges, directors, faculty/staff evaluators, etc.) may receive complimentary tickets. 

      3.3.2  Complimentary tickets may be distributed to campus guests for purposes of university public relations and recruiting of potential students or faculty/staff members. 

      3.3.3  Responsibility for compliance with complimentary ticket policies for events other than athletic events shall reside in the appropriate department.

4.0   GUIDELINES FOR POLICY IMPLEMENTATION
    4.1  All complimentary tickets shall be authorized by the Chancellor's office unless authority is delegated to the appropriate Dean, Director or Division Administrator. 

    4.2  The event's account administrator must provide the Complimentary Ticket list to the Centralized Ticket Sales office within a reasonable time to allow printing of tickets. 

    4.3  The event's account administrator is responsible for the auditing and distribution of complimentary tickets for it, and must complete and sign the complimentary request form. 

    4.4  Faculty and staff who are expected, with some regularity, to be event participants (either for production, evaluation, or security) may receive passes good for all events sponsored by their department or unit. Such passes require an ID for admission and are not transferable. 

    4.5  If attendance at an event is required for a course, the cost of the ticket should be provided through the academic departmental budget or else the department should seek approval for a special course fee to be charged to students registered in the course, in accordance with General Administrative Policy Paper #29.
