SECURITY AND POLICE PROTECTION FOR CAMPUS

1.0   SUMMARY

    This is a local policy necessary to outline a basic concept of how security and law enforcement responsibilities are to be effectively carried out on the University of Wisconsin-Stout campus in cooperation with local law enforcement authorities.
2.0   STATEMENT OF THE PROBLEM
    The University of Wisconsin-Stout campus is a unique organization within the City of Menomonie. It is a concentration of over 6,000 people in a small area containing major buildings and residence halls, and a very substantial amount of equipment. The investment in the University in buildings, their contents, and other equipment on campus exceeds 60 million dollars ($10 million in contents, $50 million in buildings, and $750,000 in motor vehicles). This is at cost. Replacement value would be much greater. 

    The Board of Regents of the University of Wisconsin System have the responsibility "to Protect the lives, health, and safety of persons or property under its jurisdiction and to protect such property and to prevent obstruction of the functions of the system," as provided in Chapter 36.11 of the Wisconsin Statutes. Chapter 36.11 empowers the Board of Regents to "adopt rules under Chapter 227," impose fines for violation of these rules, and appoint designated agents as peace officers. In fulfilling their responsibilities for protection of people and property, the Board of Regents relies upon the recommendations of the President and the Chancellor of each institution as to the type of security and police protection to be provided on each campus. 

    The University of Wisconsin-Stout, although legally a separate entity, is located in the City of Menomonie and is afforded the law enforcement services of the City Police Department. The State of Wisconsin pays a basic dollar amount tot he City of Menomonie for this protection in lieu of taxes. The City Police Department is a well-equipped and staffed department. Chapter 36.11(2) of the Wisconsin Statutes provides that "All campus police authorities shall cooperate with and be responsive to the local police authorities as they meet and exercise their statutory responsibilities." However, the overall responsibility to see that law enforcement activities are carried out on campus rests with the Chancellor.

3.0   STATEMENT OF POLICY
    3.1  The UW-Stout Security Department will provide basic essential law enforcement and security services to the campus in cooperation and coordination with the Menomonie Police Department. Criminal activity on campus will be referred immediately and directly to the Menomonie Police Department, in most cases, with any discretion on a referral being exercised only by the Chief of Security and his superiors. The primary enforcement activity of the Security Department will be exercised under the Wisconsin Administrative Code, University of Wisconsin System, with additional responsibility for enforcement of State Statutes. 

    3.2  The Security Department will provide basic protection for the life and limb of students, faculty, staff and visitors of the campus; protection of their property on campus; protection of University property; and enforcement of parking regulations on campus. 

    3.3  The security officers will complete initial reports of incidents observed or reported with follow-up investigations conducted by the campus police officer at the direction of the Chief of Security. The campus police officer will assist or cooperate with the City’s investigating officer to facilitate those investigations of incidents referred to the City Police. No investigative activity should be conducted on campus without at least the knowledge of the Chief of Security. 

    3.4  The campus will exercise freely the Student Disciplinary Procedure, when deemed appropriate by the Chief of Security in conjunction with the Dean of Students. 

    3.5  Discretion will be exercised by campus security and police officers within a set of departmental procedures and directives issued by the Chief of Security within this statement of policy and campus policies. 

    3.6  The Security Department will assure a free exchange of information with the Menomonie Police Department and the Dunn County Sheriff’s Office. Written reports of incidents involving criminal activity on campus will be exchanged with the Menomonie Police Department noting any restriction on news releases. 

    3.7  The Security Department will provide assistance in emergencies to include directing traffic, crowd control, first aid, securing emergency assistance of the ambulance and fire department, and assisting local law enforcement authorities when requested. 

    3.8  When called to the Residence Halls or going to the Residence Halls on investigative activity, the Security Officers or Police Officer is to contact the head resident, if possible, before entering the premises.
