The University of Wisconsin-Stout University Library has a designated librarian who is knowledgeable in assisting library users with disabilities. If your needs are not met through regular policies and services extended to all users, contact:

Library staff will do their best to provide appropriate accommodations.
Assistive Technology Equipment
Accessible Computer Workstation
The University Library provides an accessible computer workstation. It is located on the first floor of the library in the Assistive Technology Area. This Windows PC includes:
- Kurzweil 3000 is a scanning, reading and writing software program.
- ZoomText Xtra for magnifying the screen
- 2 times to 16 times magnification with advanced edge smoothing
- 8 different zoom windows for full and partial screen enlargement, smooth panning for quick screen navigation
- Fast zoom in or out using the mouse wheel
- Automatic routing of the cursor to the magnified view
- Color filtering for improved contrast and readability.
- JAWS for reading screens aloud
- Outputs to refreshable Braille displays.
- Dragon Naturally Speaking allows voice input and output for hands-free navigation.
- DECTalk Speech Synthesizer
- A text-to-speech synthesizer reads from a disk, a computer network, or as entered from the keyboard.
- Speech commands are entered and spoken aloud which direct the synthesizer and screen reading program to read information from the computer monitor.
- Internet Access
- Microsoft Office Suite
Other Assistive Technology Equipment
- 4-track Cassette Player Recorders with variable speed and pitch controls, tactile markings and headphones (Circulation Desk)
- Braille: An electric IBM typewriter will produce all possible combinations found in Braille cell. Both Grade 1 and Grade 2 Braille can be produced. (Assistive Technology Area)
- Magnifying Lens with adjustable reading light and stand to allow free use of hands (Assistive Technology Area)
- Six Large Screen Microfiche Readers (each floor of the library)
- Miniature Electronic Visual Aid (MEVA) unit includes a hand-held camera, a 4-inch screen monitor, and magnification lenses to permit reading at 3, 4, 5 or 8 times normal image size. The unit is battery powered and weighs less than 8 pounds, therefore it is portable for easy use (Circulation Desk)
- Brailler (Circulation Desk)
- TDD's (telecom devices for the deaf) are available in the SVRI Office (101 Vocational Rehabilitation, 715-232-2513) and in the Student Memorial Center (located next to the campus telephone across from the Terrace Cafe).
Expectations of UW-Stout Library Users with Disabilities
What We Need to Know
In order to be eligible for special services, UW-Stout University Library patrons must meet with staff from UW-Stout Disability Services at 206 Bowman Hall at (715) 232-2995 to determine appropriate accommodations.
Make Your Needs Known
Library staff will try to ensure that all the library's resources are as accessible as possible. However, it is the responsibility of the library user to inform staff of any needs and difficulties the user may have.
Library Orientation
All patrons with disabilities are encouraged to attend library orientation programs. Individualized instruction in using any of the University Library's assistive equipment or software is available by contacting the Assistive Technology Librarian (or others as stated above) between the hours of 8:30 a.m. and 4:30 p.m. Monday through Friday.
Hours of Service
Library users with disabilities can best be served by Library staff during Reference hours when both Access Services staff and Reference librarians are available to provide assistance.
Proxy Borrower Service
Current UW-Stout students/staff members with a disability may be eligible to have one or more designated proxies check out library materials for them. Apply for the proxy patron authorization.
Renewals
Renewals are available:
- by phone at (715) 232-1215
- via e-mail at the Circulation Desk
- via U.S. Mail
- online in the Stout Library Catalog. Click on the Patron Info button.
Note: Overdue items cannot be renewed online.
Extended Loans
It may be possible to extend the loan period of materials or obtain special loans, subject to demand for materials. To negotiate an extended loan for materials that are "normal" circulating items, contact a Circulation Supervisor:
- either in person at the University Library Circulation Desk, or
- by calling the Circulation Desk at (715) 232-1215 or the toll-free number 1-800-787-8688. Ask for a Circulation Supervisor.
- or by e-mailing: circulation@uwstout.edu.
Many library materials have restricted use, such as Reference materials, and do not circulate outside of the Library. However, depending on the circumstances, a person with disabilities may be authorized by the Reference staff to check reference material out of the Library for a limited time. Patrons with disabilities may negotiate their particular reference needs with the Reference staff:
- either in person at the University Library Reference Desk or
- by calling a Reference Librarian at (715) 232-1353 during the reference desk hours .
In-building assistance
Internal library help phones located on the wall directly across from the elevator on floor 2 through floor 5 can be used to contact the Circulation Desk or Reference Desk for help. If needed, Circulation staff may be able to provide assistance in locating or retrieving materials.
Materials Retrieval (Paging)
Paging/Copy Request Forms
Books: Book retrieval, or paging, is a service available to eligible patrons with disabilities. Items will be paged based on staff availability and workload.
- Library staff may retrieve materials immediately when Circulation supervisors feel that it is possible.
- Otherwise, library staff will retrieve materials from the stacks for pick-up at the Circulation Desk generally witin 24 hours of a request. Patrons will be notified by email, mail or telephone that the requested items have been retrieved and are waiting on the hold shelf.
- Student assistants in the book and periodical stacks may also be asked for assistance in retrieving materials.
- If there are 5 or more items to be paged, contact a Circulation Supervisor at the Circulation Desk in person or at (715) 232-1215 to discuss lead time and what is feasible.
Journals: Library patrons are expected to function as independently as possible. This includes locating and retrieving full-text documents in any databases.
If the patron is uncertain how to do this, he will be referred to the Assistive Technology Librarian, if available, or another reference librarian who may provide assistance or make arrangements to provide further instruction.
If there are 5 or more journals needing to be paged, contact a Circulation Supervisor at the Circulation Desk in person or at (715) 232-1215 to discuss lead time and what is feasible.
Interlibrary Loans and Universal Borrowing: Library patrons are expected to be able to identify those items that are not owned by the Library and to submit requests for any of these items either through the Universal Borrowing service or to the Library's Interlibrary Loan Unit using WorldCat, FirstSearch or the appropriate ILL forms.
If the patron is uncertain how to do this, he will be referred to the Assistive Technology Librarian, if available, or another reference librarian who may provide assistance or make arrangements to provide further instruction.
Community patrons are not eligible for Interlibrary Loan or Universal Borrowing benefits and must contact their local public library for this type of service.
Limitations: Access Services staff may identify better ways of meeting patrons' information needs and will contact the patron to discuss the situation should this be the case.
Printing and Photocopying
Printing and photocopying in the library requires a special card.
- A Value Transfer Station is located on the wall directly across from the main entrance next to the Circulation Desk.
- The Value Transfer Station allows:
- Placing funds in an existing Flexline account or Baseline Plus account using a Stout ID card.
- Purchase of a Visitor card ($1.00 cost).
- Checking the balance in either type of account.
Printers
- Location: All library printers for computer printing are located on the first floor in the Reference area. Computers throughout the library will send print jobs to these printers.
- Four black-and-white laser printers - $.10 per page
- Two color laser printers - $.20 per page
Photocopying and Scanning
- Self-service photocopy machines are on all floors of the University Library.
- Self-service microfiche/microfilm reader printers are on the second floor near the periodical stacks.
- Copy machines on first and second floors and accept both coins and cards.
- Copy machines on third, fourth and fifth floors accept cards only.
- Cost for copies/prints is $.10 per page.
Assisted Printing and Copying
Patrons whose disabilities prevent them from using a photocopier or microform reader/printer may request that library staff make copies or print for them. All copies are made in accordance with federal copyright law.
Printing
Disabled patrons who are unable to operate the public printers or the card readers may ask for assistance in printing documents from:
- The ALD student located next to the public printers in the Reference area or
- The Reference Librarian on duty or
- Library staff at the Circulation Desk during all hours the library is open.
Print jobs sent to the public printers must be printed within 3 hours or will be lost. A UW-Stout student ID with a Flexline or a Baseline Plus account or a Visitor card must be used with the card readers that enable printing.
Photocopying and Scanning
Scanning is available for microfiche, microfilm, or print articles. The patron is required to supply a CD-R disc (not CD-RW), or a USB flash drive.
Depending on staffing, and the volume and timing of requests, immediate photocopying or microfiche/microfilm printing or scanning may not be possible. Patrons with disabilities may be asked to leave their retrieved materials for copying by staff at a later time if staff are unable to devote extended attention to their needs at the time.
Patrons with disabilities who wish Library staff to retrieve or copy materials for them should submit their requests on the Paging/Copy Request Forms for Disabled Patrons. The forms are available at the following locations:
- In paper form at the University Library's Circulation Desk
- Online via the Copy/Paging Request Form for Patrons with Disabilities*
- Contact a Circulation Supervisor at (715) 232-1215 for information
*Electronic requests, which are sent to the library's e-mail accounts, may not be checked on weekends or evenings.
Library staff will process requests as quickly as possible. However, due to staffing constraints, we may have to limit how many requests we can process per person within a specified time period. If the patron anticipates a large volume of items needing to be photocopied, please contact Circulation staff either in person or at (715) 232-1215 to discuss lead time and what is feasible.
Cost
Patrons requesting copies or prints are expected to pay for them at the time of request. Copies may be paid for by cash, check, or by using either a UW-Stout student ID card or Visitor card containing Flexline or Baseline Plus funds to cover the costs. The patron will be reimbursed if not all of the requests can be filled. Payment for photocopying the requested items is expected at the time that Circulation staff accept the Paging/Copy Request forms.

Library staff will not make multiple photocopies of the same item.
Articles that are Unavailable
Patrons are expected to verify that the University Library owns each item that they are requesting to be photocopied or scanned prior to submitting the requests.
If Library staff determine that the library owns the journal title but not the article that has been requested, photocopy charges for that item will be refunded to the patron's account.
If it appears that a patron with disabilities is systematically submitting Paging/Copy Request forms for items that the Library does not own, Library staff will refer the patron to the Assistive Technology Librarian or other Reference staff for the appropriate instruction. If this type of request continues to be submitted, there will a $1.00 charge for each item that is requested that the library does not own.The remainder of the photocopy fee, if there is a remainder, for that item will be refunded to the patron's account.
